PUBLIC HOUSING

Public Housing is a federally funded affordable housing program  administered by the Oil City Housing Authority, which owns and operates 168 units of elderly/disabled and family public housing.  Effective March 1, 2018, all buildings are smoke-free. Rent is calculated at 30% of adjusted income.  Adjustments include deduction of out-of-pocket medical expenses for elderly/disabled households and child care expenses for families.  Minimum rent is $50.00 per unit.  Public Housing consists of the following sites (descriptions of each can be found on our Properties page):

  • Siverly Apartments
  • Century Terrace
  • Scattered Sites
  • Cherry Hill Apartments
Houtzdale Apartments

FLAT RENTS

Flat rents are the most that can be charged for a public housing unit.  They are established using HUD guidelines and are required to be at least 80% of the Fair Market Rents.  A survey is completed to determine the average rent per unit size in our area and then compared to the published Fair Market Rent.  They are as follows:

SECTION 8 HOUSING CHOICE VOUCHER PROGRAM – CLOSED

This federally assisted housing program consists of 561 voucher slots that can be utilized by individuals or families throughout the City of Oil City and Venango County.  Portability is also available through a cooperative agreement with the Housing Authority of the City of Franklin.  Rent is calculated at 30% of adjusted income.  Minimum rent is $50.00.  Adjustments include deduction of out-of-pocket medical expenses for elderly/disabled households and child care expenses for families.

Applicants are screened, determined eligible and placed on a waiting list.  As funds become available, applicants are invited to attend a briefing, which is an overview of the program.  At that time, vouchers are provided based on household size.  The voucher holder then searches to secure the appropriate sized unit from a private landlord.  Payment standards, based on the federal Fair Market Rents, are used to determine payments to the landlords.  The current Payment Standards, which is the highest amount allowable to be paid for rent and utilities, are as follows:
