ABOUT OCHA

The Oil City Housing Authority (OCHA) was originally formed under the Pennsylvania housing authority laws in 1958 by the city officials who saw a need for federally assisted housing in Oil City.  The first housing units were constructed and opened in 1972. With the transfer of the Venango County Housing Authority programs and functions, effective October 1, 2016, the OCHA operates 829 units of housing throughout the City of Oil City and Venango County, PA.  The OCHA is governed by a 5-member Board of Directors.  The Board selects and hires the Executive Director of the housing authority.  The Executive Director oversees daily operations at OCHA and an eight-member staff, including four administrative and four maintenance positions.
